The Republic of Poland is a Contracting Sate to the Convention on International Civil Aviation (also known as Chicago Convention), that was signed on 7th December 1944 in Chicago. Pursuant to the provisions contained in art. 26 of the Convention, as well as international standards and recommended practices contained in Annex 13 to the Convention, the Polish state is obliged to conduct, for preventive purposes, an investigation into aviation accidents and serious incidents that occurred on its territory. For this purpose, the State Commission on Aircraft Accidents Investigation was established, according to the provisions of Regulation (EU) No 996/2010 of the European Parliament and of the Council.
